We visited the Q1 Observation Deck (cost $16.50 each) on our wedding anniversary (14th February, 2006), and went after the sun set. Whilst the view was amazing there was quite a bit of cloud cover so couldn't see as far as you would on a clear day. We waited for it to get dark to get a few shots also. The Observation Deck is huge (full 360 degrees), the entire floor of the Q1 with a bar for cocktails, seating etc, and plenty of room. I would recommend it to anyone.
